Controller / Responsible Entity: SIREN ANALYTICS SAL, a Lebanese joint stock company duly registered under number 1026485, having its elected domicile at Beirut Digital District, Building 1227, 9th Floor, Beirut, Lebanon.

CIR ("CIR", "we", "our", or "us"), designed and developed by Siren Analytics, is a critical event management, command-and-control, and operational readiness platform for organizations. CIR helps organizations prepare for, activate, coordinate, monitor, communicate, and improve their response to day-to-day operational disruptions and critical incidents. These Terms and Conditions ("Terms") govern access to and use of the CIR website, platform, mobile application, web application, dashboards, administrative portals, integrations, and related services (collectively, the "Services"). By accessing or using CIR, including through an account created or managed by your organization, you agree to comply with these Terms. If you do not agree, you must not access or use the Services.
Definitions
"Customer" means the organization that subscribes to, purchases, deploys, or otherwise authorizes the use of CIR for its operations.
"User" means any individual authorized by a Customer or by CIR to access or use the Services, including administrators, incident managers, responders, operational teams, security personnel, employees, contractors, consultants, or other designated users. "Platform" or "Services" means the CIR website, platform, mobile application, web application, dashboards, administrative portals, operational tools, notifications, integrations, and related services made available by or on behalf of CIR.
"Operational Content" means any plans, scenarios, standard operating procedures, forms, maps, zones, rooms, assets, resources, tasks, checklists, communications, alerts, acknowledgements, reports, attachments, incident timelines, action logs, after-action reviews, or other data entered, uploaded, configured, generated, or processed through CIR.
"Customer Data" means Operational Content and any personal data, organizational data, technical data, or other information submitted to or processed through CIR by or on behalf of a Customer or its Users. "Integration" means any third-party system, device, service, feed, tool, camera, drone, sensor, access-control system, identity provider, communication tool, mapping service, weather service, risk intelligence service, or other connected system enabled by a Customer for use with CIR.
Scope of Service
CIR provides tools to support organizational planning, operational readiness, incident command, task deployment, communications, mapping, situational awareness, resource management, documentation, reporting, benchmarking, after-action review, and continuous improvement before, during, and after operational disruptions or critical incidents. CIR is an enterprise and organizational solution and is not intended to replace professional judgment, emergency protocols, legal obligations, internal procedures, competent authority instructions, or the Customer’s own operational decision-making. Customers and Users remain responsible for verifying the accuracy, completeness, suitability, timeliness, and operational appropriateness of any plan, alert, task, map, report, data layer, recommendation, integration output, or other information used through CIR.
User Obligations and Restrictions
Customers and Users must use CIR only for lawful, authorized, and operationally appropriate purposes. Customers are responsible for configuring CIR for their organization, assigning roles and permissions, approving users, maintaining internal procedures, training authorized users, and ensuring that their deployment and use of CIR complies with applicable laws, regulations, employment rules, public safety requirements, emergency procedures, data protection obligations, contractual commitments, and notices provided to personnel or other affected individuals. Users must keep account credentials confidential, use access rights only for authorized purposes, verify operational information before relying on it, and promptly report suspected unauthorized access, misuse, security incidents, or operational inaccuracies. CIR must not be used to submit unlawful, harmful, misleading, discriminatory, defamatory, infringing, malicious, or unauthorized content; to interfere with or disrupt the Services; to reverse-engineer, copy, scrape, monitor, overload, or compromise the Platform; to bypass access controls; to misuse Integrations; or to use CIR in a way that endangers people, property, systems, operations, or third-party rights. Customers and Users are responsible for ensuring that Customer Data entered into CIR is lawful, accurate, necessary, proportionate, and appropriate for the relevant operational purpose.
Intellectual Property Rights and Content Usage
All rights, title, and interest in and to CIR, including the Platform, Services, software, source code, object code, architecture, workflows, interfaces, dashboards, designs, documentation, methods, configurations, templates, logos, trademarks, service marks, graphics, know-how, proprietary technology, and related materials, are owned by SIREN ANALYTICS SAL, its affiliates, or its licensors. Except for the limited access rights expressly granted under these Terms or an applicable agreement, no ownership right, license, or interest is transferred to any Customer or User. Customers and Users may not copy, reproduce, distribute, modify, adapt, translate, publicly display, perform, publish, upload, transmit, sublicense, resell, commercialize, reverse-engineer, decompile, disassemble, or create derivative works from any part of CIR unless expressly permitted in writing. Customer Data remains owned or controlled by the Customer or relevant rights holder, subject to the rights granted to CIR to host, process, transmit, secure, maintain, support, and improve the Services in accordance with these Terms, the applicable agreement, and the CIR Privacy Policy. Feedback, suggestions, or improvement ideas provided to CIR may be used by CIR without restriction or obligation, provided that such use does not disclose Customer confidential information or personal data contrary to applicable obligations.
Data Ownership and Use
Customer Data remains the property of the Customer or the relevant rights holder. By using CIR, the Customer authorizes CIR to process, host, store, transmit, display, analyze, secure, maintain, support, and otherwise use Customer Data only as necessary to provide, operate, secure, improve, and support the Services; comply with applicable law or contractual obligations; maintain audit trails and operational records; protect people, assets, facilities, operations, systems, and rights; and perform the functions described in these Terms, the applicable agreement, and the CIR Privacy Policy. CIR does not sell or rent personal data. Where anonymized or aggregated data is generated in a manner that does not identify the Customer, Users, or individuals, CIR may use such data for analytics, benchmarking, resilience, service improvement, planning, and reporting purposes.
Where CIR is purchased through subscriptions, licenses, service orders, implementation statements of work, or other commercial arrangements, billing and payment terms will be governed by the applicable order form, agreement, invoice, or payment process. If a third-party payment processor is used, payment information may be processed by that provider in accordance with its own terms and security standards. CIR is not responsible for failures, delays, or interruptions caused by third-party payment systems beyond CIR’s reasonable control.
Personal data and operational data processed through CIR are handled in accordance with the CIR Privacy Policy. Customers are responsible for ensuring that any personal data, sensitive information, operational content, location data, personnel-tracking data, camera or drone data, sensor data, emergency contact data, or other information entered into or connected to CIR is collected and used on a valid legal basis and subject to appropriate notices, consents, safeguards, retention rules, access controls, and internal approvals where required.
Confidentiality
CIR recognizes that Customer Data may include sensitive operational information, incident response materials, security procedures, facility layouts, communications, task logs, personnel information, and other confidential content. CIR will apply reasonable technical and organizational measures designed to protect the confidentiality, integrity, and availability of Customer Data and will restrict access to authorized personnel, contractors, service providers, or Integrations where access is necessary to provide, support, secure, maintain, improve, or lawfully operate the Services. Customers and Users must also protect confidential information accessed through CIR and must not disclose it except as authorized by the Customer, required for operational response, permitted under these Terms or the applicable agreement, or required by law.
Account Management and Security
Account Registration and Access:
Access to CIR may require an account created, approved, or managed by CIR or by the Customer organization. Users must provide accurate information, use only authorized credentials, and keep account information updated. The Customer is responsible for designating administrators, approving users, assigning roles, managing permissions, disabling access when no longer required, and ensuring that access reflects operational need-to-know principles.
Account Security:
Users are responsible for safeguarding usernames, passwords, authentication methods, devices, and access tokens. Credentials must not be shared, transferred, or used by unauthorized persons. Customers and Users must promptly notify CIR or the relevant administrator of any suspected unauthorized access, credential compromise, security incident, or misuse.
Account Usage:
User accounts are personal to the authorized User and may be used only for lawful and approved organizational purposes. CIR may suspend or restrict access where reasonably necessary to protect the Platform, Customer Data, other users, third parties, safety, security, or legal compliance.
Notification of Alleged Copyright Infringement
Notices regarding alleged copyright infringement, unauthorized use of intellectual property, or misuse of CIR content should be sent to CIR using the contact details set out in the Contact section. The notice should identify the protected work, the allegedly infringing material, the location of the material, the rights holder or authorized representative, and sufficient contact information to allow CIR to assess and respond to the notice.
Limitation of Liability
CIR and the Services are provided on an "as is" and "as available" basis, except to the extent expressly agreed otherwise in a written agreement. CIR does not warrant that the Services will be uninterrupted, error-free, defect-free, or suitable for every operational scenario, emergency, facility, integration, sector, jurisdiction, or Customer requirement. Critical incidents, operational disruptions, security events, and emergency situations are inherently complex and may depend on factors outside CIR’s control, including user decisions, organizational procedures, connectivity, third-party systems, device availability, data quality, maps, cameras, drones, sensors, communication networks, public authorities, weather, and other external conditions. Customers and Users remain responsible for validating information, maintaining contingency procedures, exercising professional judgment, and complying with applicable laws and emergency protocols. To the maximum extent permitted by law, CIR will not be liable for indirect, incidental, special, consequential, punitive, exemplary, or loss-of-profit damages, loss of data, loss of goodwill, loss of business, business interruption, operational failure, or claims arising from Customer configuration, user error, third-party systems, Integrations, inaccurate or incomplete Customer Data, unauthorized access caused by Customer or User acts or omissions, or reliance on CIR without appropriate verification and procedures. Where liability cannot be excluded, CIR’s total aggregate liability arising out of or relating to the Services or these Terms will be limited to the amounts paid to CIR for the relevant Services during the twelve (12) months preceding the event giving rise to the claim, unless a different cap is expressly agreed in writing or mandatory law requires otherwise.
Indemnification
Customers and Users agree to indemnify and hold harmless SIREN ANALYTICS SAL, its affiliates, officers, directors, employees, consultants, contractors, agents, licensors, service providers, and partners from and against any claims, losses, liabilities, damages, costs, and expenses, including reasonable legal fees, arising out of or related to: misuse of CIR; violation of these Terms or applicable agreements; unlawful, inaccurate, excessive, or unauthorized Customer Data; infringement of third-party rights; breach of confidentiality, data protection, employment, public safety, emergency management, or other legal obligations; Customer-controlled Integrations; unauthorized access resulting from Customer or User acts or omissions; or any decision, action, omission, communication, alert, task, plan, or response carried out by the Customer or Users using CIR.
Modification
CIR may modify these Terms from time to time. If material changes are made, CIR will provide notice by posting the updated Terms through the Services, on the CIR website, by email, or through another appropriate notification method. Unless a later effective date is stated, updated Terms will take effect when posted or notified. Continued access to or use of CIR after the effective date constitutes acceptance of the updated Terms. Where a separate written agreement governs a Customer deployment, changes to these Terms will apply only to the extent permitted by that agreement.
Termination
CIR may suspend, restrict, or terminate access to the Services where reasonably necessary, including where there is a suspected or actual violation of these Terms, misuse of the Services, unauthorized access, non-payment, security risk, legal requirement, regulatory request, harmful activity, or risk to people, assets, operations, CIR, other customers, or third parties. Customers may request termination or deactivation of accounts in accordance with the applicable agreement or account procedures. Upon termination, access to the Services may cease, but Customer Data may be retained, returned, deleted, archived, or anonymized in accordance with the applicable agreement, the CIR Privacy Policy, legal obligations, security requirements, backup practices, and reasonable operational needs.
Regulatory Compliance
CIR is designed to support use in organizational and operational environments that may be subject to data protection, cybersecurity, public safety, employment, sector-specific, procurement, emergency management, and other legal or regulatory requirements. CIR’s data processing practices are guided by internationally recognized data protection principles, including the GDPR where applicable, and by the CIR Privacy Policy. Customers remain responsible for determining whether their intended use of CIR complies with applicable laws, internal rules, operational procedures, notices, consents, approvals, and sector-specific obligations in the jurisdictions and environments where CIR is deployed.
Subscription, Payments and Renewals
Commercial Arrangements
CIR may be provided under subscriptions, enterprise licenses, service orders, implementation agreements, pilot arrangements, renewals, support packages, or other commercial terms agreed with the Customer. Fees, billing cycles, taxes, payment methods, renewal rules, cancellation rights, service scope, implementation milestones, support levels, and any refund terms will be set out in the applicable order form, proposal, agreement, invoice, or payment process.
Renewal Notices & Fee Changes on Renewal
Unless otherwise agreed in writing, fees are exclusive of applicable taxes, duties, bank charges, currency conversion charges, and similar amounts, which remain the responsibility of the Customer. If recurring billing or online payment is enabled, the Customer authorizes CIR or its payment processor to charge the approved payment method in accordance with the selected plan and renewal terms.
Governing Law and Jurisdiction
These Terms are governed by and construed in accordance with the laws of Lebanon, unless a separate written agreement with the Customer provides otherwise. Subject to any mandatory law or agreed dispute resolution mechanism, the competent courts of Beirut, Lebanon shall have jurisdiction over disputes arising out of or relating to these Terms or the Services.
Third-Party Services and Integrations
CIR may interoperate with third-party systems, devices, services, feeds, tools, cameras, drones, sensors, identity providers, communication tools, mapping services, weather services, risk intelligence tools, or other Integrations enabled by the Customer. Such Integrations may be subject to separate terms, privacy policies, security measures, availability limitations, licenses, and charges. CIR is not responsible for third-party systems or their availability, accuracy, legality, security, or performance, except to the extent expressly agreed in writing. Customers are responsible for authorizing, configuring, monitoring, and lawfully using Integrations and for ensuring that any data exchanged through Integrations is necessary, proportionate, accurate, and subject to appropriate safeguards.
